[Concordia] Organizing use cases

Last week the Liberty Technology Expert Group had a meeting in 
Dulles, VA, and it had an agenda item to discuss Concordia and what 
it might mean to TEG's work.

In the meeting, I ended up sketching a matrix that categorizes use 
cases as representing an "intersection" of two protocols.  I made a 
stab at filling in some cells, just for illustrative purposes.  This 
is how far I got (thanks to Paul M. for figuring out the wiki table 
formatting!):

What I'll do next is to ensure that there are mentions of at least 
all the use cases appearing on the site today, and to add links to 
other parts of the wiki and any relevant external work.  Also, while 
I don't want to "force" use cases in matrix cells where no one has 
any interest, I believe it's a good idea to use the matrix to 
support a brainstorming activity -- considering each intersection in 
turn and seeing what pops up that's interesting.  I'd like to invite 
your assistance in this.
