[Concordia] Organizing use cases

What's confusing?

Should TEG not be allowed to discuss Concordia use cases 'in house', (as 
can any other community) before presenting the results of those 
discussions to the wider group for subsequent analysis and contribution 
(I'm sure I've come across this process/model before ....) ?

Concordia is a wiki and this list, great for capturing ideas, but no 
substitute for white boarding - and that's what TEG was doing
