[Concordia] Working on Scenarios 1 and 2

Eve, regarding this action item:

It is my understanding that on a Concordia call I couldn't attend it
was decided that we would no longer be pursuing this... so has this
action been overcome by events? I just don't know what to as TSCP for
at this point.
As for the other "recruiting" actions, I'm on it and will report back
as I get any confirmation or by the call on the 10th, whichever comes
first.
