[Concordia] New Concordia telecon schedule: alternate Tuesdays 10-11am PT

On today's call, people were generally okay with scheduling future  
calls on Tuesdays 10-11am Pacific (whereas the private messages I got  
were relatively inconclusive about this time slot).  Let's go for it,  
with an "every other week" schedule.*  As always, I'll confirm with an  
agenda message prior to each call.  And we may add calls in the  
"interim weeks" if scenario or testing work gets hot and heavy.

*I don't know why I was so stuck on the "1st and 3rd" day of the week  
thing, since "every other week" is more consistent with what other  
similar calls do.  As it happens, an "every other week" schedule for  
the period leading to RSA *is* a "1st and 3rd" schedule!
