Someone on the call today (sorry, I didn't catch who) asked for 
references to administrative policies and combination of obligations i 
XACML.

Working drafts of the profiles are available on the XACML TC web page:

The ones you are looking for are:

Please note that the deep links change as new versions of the working 
drafts are produced.

The administration profile is pretty mature, but the obligation work is 
still early work which will likely change significantly.
