[Concordia] Infocard profile for SAML 2.0

As promised, I've submitted a profile for use of SAML 2.0 with Infocard to
the SSTC.

The first draft is here:

If the TC accepts the work item, the document will be worked on publically
in the TC, so anybody that wants to comment can do so using the public
comment list, or join the TC if you're an OASIS member.

I would prefer (and I think it's consistent with the Concordia mission) NOT
to solicit or respond to comments on it here. However, I do think input from
those with more Infocard experience is warranted, and would suggest getting
the word out to get that input in OASIS.

I also identified an issue or two with the Infocard profile itself that
might be addressed, but I have no idea how to submit that or to whom.
